If a country needs 450 days to form a new government, something must be wrong. Yet Belgium is generally considered to be an example and even a model of a consociational democracy that should be well-equipped to deal with deep divisions. Is there something wrong with consociational theory and with the pacifiying capacity of ethnofederations, or is there simply something wrong with Belgium?
