Research on budgeting in international organisations (IOs) has been rare in recent decades, but has lately gained in prominence, partly due to the growing relevance of voluntary contributions and multi-bi aid channelled through IOs. These new financing modes have challenged established budget procedures, even though most IOs still operate on the basis of regular budgets, with a central role for IO secretariats and other international public administrations (IPAs) in drafting budgets and in managing annual or multi-annual budget negotiations. To the extent that the link between power and budgeting has been explored, IR research has focused on power and interests of member states as principals in IO budgeting. By contrast, the argument presented here directs attention to power distribution within international public administrations (IPAs). What do we learn about the power of IPAs by looking at budgeting? In particular, how autonomous are IPAs from political councils and members states in budgeting? And how cow centralised and concentrated is administrative budgeting power? The presentation seeks answers to these questions by looking at budgeting in the EU, ILO, and the WHO.
