This paper addresses a largely overlooked actor in China’s foreign relations, the Communist Party’s International Department (CCP-ID). Though the CCP-ID has bolstered its efforts to reach out to other parties around the globe in recent years, these efforts have gone largely unnoticed by media and academics. Using publicly available documentation, this paper analyses the patterns of the CCP’s external relations since the early 2000s. We find that the CCP has considerably strengthened its international relations since Xi Jinping came to power in 2012. Party relations serve as track-II diplomacy as well as to promote specific party-based interests. This cross-regional analysis of the CCP’s engagement with other parties helps us to better understand the role of the CCP within Chinese foreign policy-making.
