European Civilian Conflict Management

Research question/goal: 

Due to the experiences in Kosovo it has been recognised that efforts from national and international actors to strengthen the civilian dimension of international peace-missions have to be increased. Thus, the member states of the European Union and the OSCE, as well as the United Nations and non-governmental organisations are making attempts to improve their civilian instruments. The project analyses these different concepts of civilian conflict management on the national, European and international level and attempts to determine the extent to which the international embedding of the European Union in the United Nations and the OSCE leads to competition or to completion and co-operation.
