Russians in Russia's Neighbouring States as a Subject of Domestic and Foreign Policy: Government Action Between State and Ethnic Nationalism

Research question/goal: 

The project aims to evaluate the degree with which the Russian Federation exploits the issue of Russian minorities in neighbouring states for asserting its foreign policy interests. The study will therefore look at the factors which inside Russia lead to the emergence of the issue area "Russians in the 'Near Abroad' ". In a second step the project compares the approach of Russia towards the Russian minority issue in relations with Latvia and Kazakhstan.
