The EU as an External Democracy Promoter: East and Central Europe, the Mediterranean, the Caribbean, Africa and Pacific (ACP) in Comparison

Research question/goal: 

Within its external governance the EU is exporting its own model of legitimate democratic governance in third countries and is acting there as an external democracy promoter. Doing so, the EU is using various instruments. The central hypothesis of this project is focusing on the process of choosing these instruments. Three factors are assumed to be relevant for this choice: the potential to act of the EU, the structure of resonance of third states and the resource-relation between the EU and the third country. As a contextual variable the international environment is conceptionalized as changes in the international system and/or the competition towards other States or International Organizations.
