The chapter analyses the factors that contribute to the high level of non-voting in European Parliament elections. Based on an indepth analysis of the findings of the 1999 European Elections Study, it arrives at the conclusion that abstentions generally must not be understood as an indication of Euro-Scepticism, but rather as a lack of political mobilisation and excitement.
