The paper analyses on the one hand developments in the EU and Russia and on the other hand the most important policy cases. EU-Russian relations brought added value for both sides in the energy dialogue, but were redundant during in the case of the Kosovo conflict. Concerning the situation in Chechnya both interpretations are possible, because the conflict in Chechnya does not hold as a domestic Russian affair, but belongs to international terrorism.
