Abstract:

How do Europeans perceive the meaning of good citizenship? Is there consensus on
a shared set of civic norms that serve as the foundation of loyalty to the state and to
co-nationals, and which govern decisions regarding the incorporation of new citizens?
Do citizens perceive a hierarchy of civic norms, and are these hierarchies common
across countries? Or are different concepts of good citizenship prevalent in different
nations? We address these questions using a novel empirical framework that provides
both descriptive and experimental measures of injunctive norms of good citizenship.
We use our data to test whether adherence to valued civic norms is applied consistently
across countries as a guide for the incorporation of new citizens into the demos.
